I used photoshop cs6 but any version will do.
KIT - "Sunny Comickaze" from P-O Concept.
You must purchase this kit to use it.

TEMPLATE - Temp 42 by Me.
You can download it HERE
Open a new canvas 900 x 700
Place your template in the center.
Apply PO-comickazepp6 to layer 1
Merge layers together.
Add drop shadow.
Apply PO-comickazepp17 to layer 4
Merge layers together.
Add drop shadow.
Apply PO-comickazepp12 to layer 6
Re-size as desired.
Merge layers together.
Add drop shadow.
Apply PO-comickazepp18 to layer 5
Re-size as desired.
Merge layers together.
Add drop shadow.
Add a metallic/clear style to layers 2, 3 and 7.
Flood fill layers 8 & 9 with a gradient of choice.
Add a small stroke and drop shadow.

Place these as desired around your template.
Add your tube and re-size as needed.
Add drop shadow.
Now add your name/quote and copyright.
