Apply the papers to the layers listed below.

To do this just place the paper over the layer and hit ctrl + alt + G 

ahead and merge it to the layer and add a drop shadow.

center dotted rectangle - IPD_LOH_Paper7
top left peach square & bottom left peach square - IPD_LOH_Paper5 - Flip Horizontal.
(Repeat on the right side with the same paper)
right pink rectangle & left pink rectangle - IPD_LOH_Paper1
center pink rectangle - IPD_LOH_Paper10
top brown oval & bottom brown oval - IPD_LOH_Paper4
pink oval - IPD_LOH_Paper8


Add a dark color to small hearts & dotted oval
Give it a small drop shadow.

Add a color of choice to your wordart.

just an FYI I used clear layer styles over all of my papers.
Once I merged the paper with the layer I duplicated it
and applied the layer to the dup.
This is what gives my layers a shiny look.
Some of them have the border/stroke and some don't.

Open IPD_LOH_Scatter
Place behind the wordart.

Open IPD_LOH_StarTree
Place behind center dotted rectangle
Add drop shadow.

Open your tube and place over center dotted rectangle
Use your quick selection tool to select CDR layer.
ctrl + alt + I to inverse your selection.
Now use your eraser to erase the bottom part of your tube
making it appear as if she is coming out of CDR layer.
ctrl + D to deselect.
Add a small drop shadow to your tube.

Open IPD_LOH_Mist
Place over the front bottom half of your tube.

Open IPD_LOH_Star
Re-size as desired and sharpen.
Place on the bottom right side of tag
behind word art.
Add drop shadow.

Open IPD_LOH_Rose

Re-size as desired and sharpen.
Place on the bottom right side of tag
behind word art.
Add drop shadow.

Open IPD_LOH_Gem

Re-size as desired and sharpen.
Flip horizontal.
Place on the bottom right side of tag
behind word art.
Add drop shadow.

Open IPD_LOH_Chest

Re-size as desired and sharpen.
Flip horizontal.
Place on the bottom left side of tag
put it behind the word art and all the way at the end
so that it looks like the words are coming out of the chest.
Add drop shadow.

Open IPD_LOH_StarGem

Re-size as desired and sharpen.
Place on the bottom left side of tag
behind word art.
Add drop shadow.

Open IPD_LOH_Gem

Re-size as desired and sharpen.
Flip horizontal.
Place on the bottom left side of tag
behind word art.
Add drop shadow.
Now duplicate, size down and sharpen.
Place in front of chest.

Open IPD_LOH_Lantern
Re-size as desired and sharpen.
Place on the bottom right side of tag
all the way on the edge of the template.
behind word art.
Add drop shadow.

Open IPD_LOH_Bow

Re-size as desired and sharpen.
Place in the bottom center of tag
behind word art.
Add drop shadow.

Open IPD_LOH_Feather

Re-size as desired and sharpen.
Place behind Bow.
Add drop shadow.

Now add your mask of choice.
I used IPD_LOH_Paper9 on mine.

Place your name and copyright on your tag!

Now add effect Xero > Radiance
